He worked 25 years at the Defense Intelligence Agency and 5 years at the Bureau of Intelligence and Analysis at the Department of State. Over the years, he has developed a reputation in the Intelligence Community as a keen study of Chinese intentions. Currently, Dr. Metcalf is teaching at the National Intelligence University, where he focuses on China. His latest publication: “Imperialism with Chinese Characteristics? Reading and Re-Reading China’s 2006 Defense White Paper” was written to help students and new analysts learn how to read Chinese documents and make sense of Chinese motivations and intentions. This publication will provide the basis for his presentation and is available for downloading on the National Intelligence Press section of the NIU website: http://www.ni-u.edu/ni_press/press.html.
